Photoshop Tutorial – Bubbled Outlines using Halftone Filter

Quite a few of these quite rightly guessed it was by using the halftone filter, however they didnt know exactly how to apply it to create the effect. So this tutorial is for you people, plus people who would like to learn this effect of course. Relatively simple so aimed at Novice/Intermediate ‘Shoppers.
