Photoshop Tutorial – How to Make the Sin City Effect

This is a tutorial on how to create the Sin City effect. Here are the text Instructions: 1. First choose your photo and put it into photoshop. 2. Now get your Pen Tool and outline the section you want to be colour. 3. After that right click your selection and click Make Selection. 4. Then make the Feather Radius 3 and click Ok. 5.Now Press on your Keyboard Ctrl+Shift+I 6. That should of inversed your selection so only the background is selected. 7.
